Tempest Festival - Here Comes the Rain

This is a Karana: Tempest Festival event task that runs in late April to Early May.
You can obtain this quest from speaking with Rosalind Mischeva in Plane of Knowledge on the west side of the zone near the pond. She is on the find tool CTRL F. You say, 'Hail, Rosalind Mischeva' Rosalind Mischeva says, 'Hail and well met. I do so enjoy a late [spring rain]. Make sure you take a moment and bask in the rain. I do so miss the [sounds of rain] during the summertime.' You say, 'Late spring rain? I have noticed that it has been raining more than normal.' Rosalind Mischeva says, '[The Tempest] blessed us with the Throne of Thunder and now he blesses us with soft rain. You should rejoice and sing his praises.' You say, 'The Tempest is Karana correct?' Rosalind Mischeva says, 'Yes, his voice is gentle on [the wind] and brings the end of spring. It is the time for the crops to grow and for the storms to ebb.' You say, 'What does the wind say?' Rosalind Mischeva says, 'I dare not speak for the Rainkeeper, but I hear that it has been raining in most of the cities. Perhaps you [could gather] the rain and return it to the sacred pond?' You say, 'I could gather the rain and take it. Just let me know where to go.' You have been assigned the task 'Here Comes the Rain'. Rosalind Mischeva says, 'I have marked down all the cities to visit and gather the rain. Here is a vessel to gather the rain. Make sure you center yourself before trying to collect the rain. Once the carafe has been filled take it to the sacred pool.' You are given: Empty Tempest Carafe All you need to do is zone into the below zones, target yourself and right click Empty Tempest Carafe. An easy way of doing this is to just bind yourself in Plane of Knowledge and use the stones to get to each city. They can be done in any order. Hint: Save South Qeynos, Surefall Glade, and Jaggedpine for last. That way you can go to them one after the other and then just zone back into Surefall glade for the last step. At this point your Empty Tempest Carafe disappears and on your cursor you are given a Filled Tempest Carafe. Inside of the caves, there is water fall that drops into a pool of water on the south side of this waterfall /waypoint 497, -319, -1, right click the Filled Tempest Carafe here. Your task 'Here Comes the Rain' has been updated. You have received a replay timer for 'Here Comes the Rain': 0d:18h:0m remaining. You have finished your pilgrimage of the Storm Lord and brought his blessed rain to the sacred pool. I'm not sure what these pools are scared of but I have corrected it so they are now sacred.

Crescent Reach didn't work for me at first. I ended up doing it last and at the origin point, and then it worked. I'm not sure if it's due to the location or it has to be last though - all others worked out of order.
I found that it worked as soon as I zoned into the relevant, er, zone. The only part that puzzled me for a bit was the final pouring into the pool at Surefall Glade and that's because I had not fully read where it tells you to target yourself, silly me. Thanks to the wondrous Drewie (on AB) for reminding me.
I did it without an issue, out of order, from my bind at the 24th anniversary mission giver.

I have tried in several locations, including Origin spot. It is the last one for me. Will not update. Tried camping and relogging.
Ok, solved it on my own. Do not make the same grave mistake I did.
I dropped the quest after asking DB for help and getting the "it may be a bug and we will do nothing" message. I got it again and went straight to CR to figure it out.
I was getting the same error and then noticed a red message that I was in Pick 19. I picked to the main and it worked. Good news it is solved. Bad news, starting all over again.
