This is a Stomple's Day quest. You can get it from Mei Glacierbane in The Eastern Wastes (ToV) in the dwarf fort in the southeast corner of the zone. He is on the find tool CTRL F.
Prerequisite Quests: Here Comes Spring You say, 'Hail, Mei Glacierbane' Mei Glacierbane says, 'Hares, conies, and rabbits. Happy Stomples Day.' You say, 'Hail, Seymour Saxifragus' Seymour Saxifragus says, 'Happy Stomples Day. Keep an eye out for the rabbits.' Seymour Saxifragus says, 'Hey, Mei. Someone brought me a green egg. Should I eat it?' Mei Glacierbane says, 'That sounds like a bad idea. In fact, I would say that is the worst idea I've ever heard.' Seymour Saxifragus says, 'Oh, come on. What harm could it cause? I am going to [eat it].' Mei Glacierbane says, 'Don't ask for my opinion if you're going to ignore it anyway.' Targeted (NPC): Seymour Saxifragus You say, 'I think you should eat it.' Seymour Saxifragus says, 'Urph. I don't feel so well. Ugh. Oh, is that a rabbit? It's got spots. ' Seymour Saxifragus says, 'I think I will indeed.' Seymour Saxifragus turns into a Troll. Mei Glacierbane says, 'Well, now you've done it. Ya daft yarn spinner. You'd be lucky if that's all that happens to you. As for you, if you would be so kind to [help fix] what you helped cause.' Targeted (NPC): Mei Glacierbane You say, 'How can I help fix this?' You have been assigned the task 'Spring Fever'. Mei Glacierbane says, 'Go [seek out Bonnie]. She should be able to figure something out to help Seymour.' You say, 'I will go seek out Bonnie to help Seymour.' Mei Glacierbane says, 'Good. Here take this mixing bowl and get.' You are given Mei's Mighty Magical Mixer Upper. LOADING, PLEASE WAIT... You have entered Frontier Mountains. (This is the Empires of Kunark expansion version) Bonnie Saxifragus is on Find. You say, 'Hail, Bonnie Saxifragus' Bonnie Saxifragus says, 'Hoppy [Stomples Day] to you.' You say, 'Happy Stomples Day to you too. Mei sent me to ask you about some supplies for a Springtime Concoction. Do you know what they are?' Bonnie Saxifragus says, 'Hrrm. Maybe? Can you tell me what [it's for]?' You say, 'It's for Seymour. He's turned green.' Bonnie Saxifragus says, 'A bit green around the gills or big, green, [and leafy]?' You say, 'Definitely big, green, and leafy.' Bonnie Saxifragus says, 'Ugh. He is so weird. I may know of something that might work. Let me see. Oh yes. You are going to need a few of my favorite things: [Fennie's Fillet], Newton's Eye, Gillet's Toe, Brasone's Wool, Treje's Tongue, and Zyzrker's Limb.' You say, 'That's great, but where can I find Fennie's Fillet?' Bonnie Saxifragus says, 'Oh, I love a [good fillet] of fennie. In fact, I always keep one with me.' You say, 'I love a good fillet. Could I have one?' Bonnie Saxifragus says, 'Absolutely. I always keep a few extra. As a side note, you can find all of them [out and about] during this season.' You are given Fennie's Fillet. You say, 'What do you mean out and about?' Your task 'Spring Fever' has been updated. Bonnie Saxifragus says, 'See, that's why I hunt in these mountains, they're full of strange and unusual creatures.' You need to acquire the other ingredients, first. The NPC's are not on Find. The items you do not drop every time, so it may take multiple kills for each one. To save time, you may want to loot two of each item. Treje scowls at you, ready to attack -- looks kind of dangerous. In Frontier Mountains (EoK), ask Bonnie for Fennie's Fillet twice. Or you can kill Fennie for the drop, just south of Bonnie.
The mobs drop a random number of quest pieces anywhere from 0 up to the number of players who have the Spring Fever quest. The more people who have the quest, the more pieces are likely to drop per kill. I am not sure if aggro from each quester is required for drops. Each quester needs two of most drops, except for only one from Addpera and Haverson. So you will need to kill each quest mob 2 - 4 times to get enough drops. Respawn time is 5:30. Up to you if you want to wait for respawn or keep moving. The quest pieces can be traded. Easy stuff, just takes time.

It's not broken. Do you have the Spring Fever task? Are you on the second step (Craft the Springtime Concoction)? Did you remember the parts don't always drop every kill?

Expect to spend some time here if more than one person is doing the quest. You need two of each item and they only drop one, except for a few of the mobs.

The Quest name is SPRING FEVER, not Spring Cleaning.
