I've only gotten these to drop off the Shades. I've killed many Akhevans but not gotten one collectable drop off of them. I get about 1 drop every 8 to 10 kills.

That's not accurate. Those mobs drop collects in the 'Lingering Shadows' set.
The ones for this set drop of mobs in the static KV zone. So far have only seen drop off of Akhevans, but not certain those are the only possibilities.

This collection drops in the instanced version of Ka Vethan: Shei Vinitras
I killed several mobs in this instance looking for the collections, but only found them dropping off the Akevian model mobs.
The mobs in this instance do respawn.
