We are certain that Zlandicar is the cause of this entire horrible situation. Please find a way to make him stop. Of course, we are fine if you must kill him. We suggest that you find as [large] of a group as you can, but this is important, so we will accept a [smaller] group." It is signed Ada. You say, 'smaller' Watcher Scots bows slightly, waiting for an indication that you are [ready] to go. You have been assigned the task 'Zlandicar Reborn'. Upon trying to request this mission, I noticed at 112 I wasn't allowed to enter, but at 114 I was. So I have updated the level required as such. If anyone can verify if 113 can request / join the mission or not, it would be helpful.

I can confirm that level 113 is the minimum level for this mission.
To get the Skin Care achievement, you must have both Oily Skin and Rotted Breath on you. Slay the piper when it spawns at 70% then stand behind Zlandicar and wait. Eventually he will hit your groupmates with both Rotted Breath and Oily Skin. Even though the buffs may be refreshed, having them on you for about 5 Mins each will net you the achievement. It's a personal achievement, so each toon that wants the achievement, must land both debuffs on them for around 5 mins duration to be safe.
Remember not to DPS Zlandicar while waiting for the buffs to land and for the duration to expire...and keep in mind that the Main tank cannot get this achievement, because Zlandicar's breath removes them. A second tank will be needed for a tank to get this achieve.
Lastly, this may be hard to pull off with merc heals. Real healer recommended.

Slow killing for achievements the pipers will reach his room if not killed. The Piper will summon 2 Chetari adds. The Piper will be killed after summoning the adds. The Dragon will kill the adds eventually.
You cannot Mellee DPS the Piper to kill it before it reaches the room as it will charm anybody that gets near it. You should be able to kill it with Range DPS if you have enough.

After doing this a few more times, it seems he deactivates closer to 5%. May just depend on DPS.
You can also aim him to melt the pillars of ice. Still not sure what this does, as I don't let him live long enough for it to matter.

agree with this.. he hit 9% and it was my first success where i thought i won... it took getting him to 5% though before he turned off.. maybe they patched him?

The simple strat to this is simply to bring some DPS and burn him down. He is non-aggro until hailed and prompted for a fight, so you can set up right on him with no issue. Tank and spank net me the For The Music and Zero Growth Achievements.
I didn't let him fight me long enough to see what the pillars mechanic did, nor did I see any pipers (referenced in the For The Music Achievement).
Second step for this Mission is simply to Open the Chest and Claim Your Reward, or something similar to that effect.
