You say, 'Hail, Colwell Emtray' Colwell Emtray's expression raises to hope after he sees you approach, 'It, it's you!' Colwell says with a relieved look, 'I'm so happy to see you! We need some help. My cohorts and I have been hunting dragons here for some time and one day, everything started to change to what you see now. Which, I admit, doesn't drastically change the landscape, but it does drastically alter how we [hunt] dragons.' You say, 'hunt' Colwell Emtray says, 'Yes, this wretched ice has seeped into nooks and crannies here in the Western Wastes and has crept into the dragon caves to the north. I sent Thach to gather information about this, but he hasn't returned. I'm sure he's fine, he's just new and needs to learn somehow! I was thrown to the dragons when I was a kid and I'm totally fine, well with the exception of having a [death wish] and fighting monsters who can eat me in two bites, and the only reason it takes two bites is because I have good armor!' You say, 'death wish' Colwell Emtray says, 'Ok so not really a death wish, but this job is not for the weak! Many hunters who joined our ranks quit after their first spotting of a dragon, but not us! We know what we need to do and it may be [thankless], but it is honest work, which brings me to why I'm elated to see you.' You say, 'thankless' Colwell Emtray says, 'Well, while you adventurers are out kicking the teeth in of every gnoll you find, someone has to keep the dragons here in check or at least keep an [eye] on their plans.' You say, 'eye' Colwell Emtray rolls with the joke without missing a beat, 'Hardy har! I didn't realize the greatest comedian of Norrath was going to visit me today. Let me see if I can get you a crowd', Colwell puts two fingers in his mouth and whistles so loudly, you almost had to cover your ears by reflex, 'Oh look, all of your fans showed up! Anyways, my crew needs to get paid and in order to do that, I need to get a message to my [employer] in the Plane of Knowledge to let them know what we have found so far.' You say, 'employer' You have been assigned the task 'One For You, Two For Me'. Colwell Emtray says, 'I guess knowing who to look for would be important to you, should you actually want to help. Their name is Ms Hegla and they are also a part of the Oresco Hunters. You may need to look around a bit for them, but they will be there. Bring them this report and hopefully we can get some much needed resources like food or...', Colwell pauses for a moment, 'Well I guess that's all we really need, it isn't much but I have no doubt that they will supply us with what we need in order to protect the whole of Norrath from being destroyed.'' Ms. Hegla in step 4 does not suddenly relocate to Western Wastes as the write-up says. She is still in PoK where she was earlier.

Yes, the restless Kromzek (level 112-113) in WW at least the ones I killed. Can be found up the right side (east side) of the zone, about 2/3 of the way up from the zone in.
By the way, they do see invis.
4. Return to Ms. Hegla
Ms. Hegla is found burning several reports at once, completely oblivious to you watching them do this, 'You again? Oh, right, the Western Wastes branch. Thanks for taking care of that for them? I guess? I'm going to be honest with you and I'm not sure why you came and told me, I'm too busy to care. Go back to,' her voice becomes heavy with disdain, 'them.'
5. Update Colwell about the Situation
Colwell Emtray looks a little defeated and embarrassed when they see you approach, 'I'm very sorry about my reaction to the report. I took it out on you and didn't mean to. Thank you so much for helping us. Well it is clear that my employer isn't going to give us much more in the way of resources. Which I totally understand! We're all just flying by the seat of our pantaloons here. If you could do us one big favor, we need supplies for rations. Can you please bring me some meat? I just need a small pile of it for proper meal prep. We can continue to work hard out here so long as food is in our belly and a passion is in our heart!' Colwell seems to have cheered up since the start of this conversation.

The Oresco Hunters are in need of rations, collect restless meat slurry from Velious (ToV zones).
7. Return to Colwell with the Restless Meat
Colwell Emtray is very happy to see your delivery, 'Well my friend, you blessed us with more sustenance than any god ever has, we should build a temple for you! I'm kidding you're still not funny enough for that kind of attention.' Colwell chuckles. 'We have all we need here to continue our important work. Thank you again. If you happen to be in these parts again, just find me and we may have more work for you. I certainly can use the help.'
