This is the instanced zone involving the group task Praetorian Guard, the second task in a series of five leading to class-specific level 70 DoD spells/tomes.

You are asked to seek out and kill Draygun's royal guards. By bringing their skulls back to Jarzarrad the Prophet, you will allow him to complete a ritual which will allow you to go back in time to witness the fall of Illsalin which is a lead-in to the third task in the series.
