This guys is right when you walk inside of Qeynos past the gaurds. Hail him and say "I will return the crate" He then gives you the crate which depending on if you're good/evil you turn it in.
Good: Nesiff (South Qeynos) leather shop
Evil: Lt. Dagarok (N Qeynos) Crow's tavern
This is an excellent faction quest, but you seem to take less of a hit if you are evil. Unfortunately, enchanters cannot cast evil illusions to do the other version of the quest from my experience. Hope this helps some.

They mainly drop rusty weapons and about 5 silver, that it, not worth the faction hits.

whats the know loot on these gaurds here lvl 13 and under?
