If you can gather two small owlbear claws and show me your apprentice's cloak, I'll guess that I can justify given you a set of dowels. I'll also be able to make some earrings for my girlfriend. I'm sure she'll love that."
Getting the Small Owlbear Claws:
You WILL need a tracker. The Owlbear Cubs spawn in the area between the two roads (leading to Shar Vahl and the road leading to the Owlbear cave to where they join by the river). Both of mine dropped around the /loc of 1365.53, 1547.00, 158.00. Once you begin killing Owlbear Cubs, you will find in the spawn cycle: an owlbear grappler and an owlbear razorbeak. My claws dropped from cubs, so cannot confirm drops from anything else.
The Trick:
I spent several days and numerous hours tracking down and killing Owlbear cubs, etc. with no luck. I logged in my shaman and on the first kill of a cub, got claws #1. It was only a few kills later that I got the second set of claws. My suggestion is to get any Vah Shir class BUT beastlord to hunt for the claws and then log in the beastlord to loot the claws.

I was able to get the request from Jhimis to go and bring back 2 small owlbear claws. The problem is which owlbears drop these? Or is it a matter of when do they drop them? There is no reference to these claws in any item list I have seen.

Say "stretching dowlings" to him and he will give you a quest to get two "small owlbear claws" and turn them in to him and show him your NO DROP cloak and he will give you the dowlings.
