what is her faction and how do I improve prevents me from getting necro spells

She's in the tunnels under East Freeport, accessible through an empty building south of the docks. This is probably the best way because while you CAN get there from the secret entrance outside of the gates in West Freeport, that way lies the drowned citizens.

i leveled twice, from 3 to 4 with 2 bubles left and from 4 to 5 with a little more than a buble left by doing the spider silk and bone chips quests of her.
