While she may have been one in the past, she is no longer selling anything. Right-clicking her up close doesn't open a list of merchant wares nor an empty list. She doesn't say anything other than the standard response here in Sanctus Seru: 'Greetings, Soandso.' Plus, she's in the southeast area where just housing is; all the other merchants are in the mid-western/-eastern and northern areas
