Is it difficult to turn in the druid epic item to this guy if you are KOS in Ak'Anon? DOes that make you KOS to him? Watchman Halv doesn't look like such a good experience kill if that's the case.
anyone wandering, he despawns after you turn in the horn. not sure on repop time
For any druids who were tearing their hair out looking for this guy...he's at the base of a waterfall near the back of the city.
