They spawn with the Captain when you turn in the tools to the scout.
These fellas spawn in the Great Divide just outside Thurgadin, durring the Coldian 10th ring war. You can also see the Priest of Zek, Kromzek war lord, and Kromzek Veterans as well. I figured that most folks that have spent any time in Vellios would come across this event on occasion. It is good for some easy faction with CoV and Coldians. I just cast some damage spell on giants once a melee has established aggro, or Lob an arrow if I have a melee type on, and once it dies I get a faction boost.

I'v been all over Western Wastes and can't find these guys. Where do they spawn?

They spawn along the coast just south of the SG zone. Triggered spawns for a quest.
