I beleive he spawns through the under water tunnel. Saw him on track once while skirting the northern wall. Unfortunately I got stuck in some rocks buy the time I was freed by a guide he had either despawned or been killed. Easiest way to find the tunnel is to go to the northern dock on the island where the Inn is. With the dock about 1 person width to your right head north or a little west of north. You shoud see a fairly big opening in the sea bottom go through there. Camo and Enduring Breath is advised. Tunnel usually has 2 of them so called minnows(I do not want to find out what you catch if you use them as bait) waiting about halfway through. Hope this helps I have only seen him that one time, and only on track. I'd advise bringing some friends if you are not liked by the little alien fellows, harmony seems to just bring more of them. The Casters in there have spells that fly very fast(250 dd in what seemed to be every 5 seconds) Nearly all of them can cast most will root you until one of the Cral Ligi Guardians can get close enough to you to grind you into a wet spot.
