The quest pieces aren't no drop and the resulting armor piece isn't no drop so KOS people can have a friend hand the items in for them as an alternative.

why in the hell did verant make these NECRO quest npcs kos to some of the races that can be a necros??? that is so damn stupid

I think you need to kill elementals and cotierie for faction, not positive but I hope that's the right info.
