Not sure what faction he is on, but it is different then the Rallic, i am amialbe to him and indifferent to this guy.

This NPC gives out the quest for the 3 Ethereal Energy weapons. You must find 4 different no drop pieces for each weapon. I have done all 3 and they take about 2 hrs each. I did all the mobs with a 47 war/druid combo. All mobs are snareable/rootable. The Staff and Scimitar are decent twink items.
