Yes they are in Katta Castellum. I usually find them in the tunnels near the gnome area where the Geerlok's sell tinkering supplies.

These are found in Twilight Sea, not Katta.
These are found in the moat of Katta. If you fall in, the only way out is to touch the underwater tapestry just like in the Caster building. It will port you to the area outside the bank.
