Can these be Mezzed or Charmed by an appropriately levelled enchanter?
Yes, they can be mezzed. I'm not sure about charm as we never tried, but we had several mezzed throughout the raid without a problem. Now if only they would drop my silly armour.

We were there on Saturday:
6 Frightfingers, 1 drop: Carmine Turbin. Anyone know if that's the typical drop rate? Was my first time in Fear.

Seen no drops at all on 2-3 runs and then one run we had sleeves, 2 turbins, leggings, and gloves drop on a single run. Its very strange drop rate. Not sure what the law of averages are on that, but I am not impressed.

I agree with Lethiana. Very strange drop rates. That goes for the whole zone in fact, not just for Wizard armor.
My first trip was loaded with drops. There were 4 Carmine, 3 Cryosilk, and 1 Blighted. There was also a lot of ranger drops as well. No Shiverback, Valorium, or Vermiculated.
My second trip there was once 1 Carmine, 5 SK (4 of those were boots :/), 2 Shiverback, no Cryosilk, no Blighted, and 2 or 3 Vermiculated. The drops almost flipflopped. Some classes still lost out though.
Both times we saw items like the Sham belt, Wizard crap Thulian Wands etc... Those are pretty much guaranteed.

Very few of these mobs in pof... poor Wizards. Easy mobs though, can be taken down very quick. As Necew said, they do drop the wizard armor... rarely though.
