Do you take a faction hit when you kill these guys? Can I still sell and do quest in the city after killing them?

I'm a lvl 27 necro and this guy was blue to me. My pet destroyed him with np and I got a blue bamboo shirt ac 13 and 3pp drop. Not bad for a few mins of work.

I killed a few of these at 30; they are not level 31. Conned blue, and didn't seem to be high blue, I'm not sure of level but its not 31
