Finally active as of patch 7-20-22.
Avatars of Anashti Sul, Quellios, and Luclin are granted thru an Overseer achievement of reaching max level 5 in all Overseer categories, such as military, plunder, harvesting etc. You will be granted one or two avatars for having partially maxxed the Overseer categories. Max them all and you receive all 3 of the new avatars.

Short answer to both questions as of 2-5-2022 seems to be NO.
I have done many conversions and shouted in general many times. NOBODY has ever seen either Avatar of Anashti Sul or Luclin yet.
As you can see, NO pics or stats have ever been uploaded either.
They certainly were NOT added along with the ToL expansion, or during the patch "fix" following Overseer being broken for a month.
Since missions and Overseer are the only ways left to get any kind of decent xp, I am very interested to know if and when this is gonna show up.
