Setup your camp at the base of the ramps of the tower to Skyshrine. Then kill as many wyverns and ornery wyvern as your group's dps allows. At some point "a winged terror" will spawn in any wyvern spawn locations, include the roamers. Killing "a winged terror" will spawn Kirezelbough in the tower to Skyshrine. Note: the wyverns have an ability to prevent you from running back to your group. Also Kirezelbough will spin you right after you engage him and can get you mixed up on the way back to your group.

ok Kill wyvens to get the omery wyvens to pop, kill omery wyvwns they will pop a winged terror. A winged terror is the trigger mob for the named,, as soon as you kill ( a winged terror), the named will pop up in the tower. The bad thing is, a winged terror can pop anywhere a wyven of any kind is killed, even all the way over by the zone in
I've been killing wyverns like crazy with no luck. A wyvern and an ornery wyvern. Whoever posted the screenshot shows it spawning in the tower to Skyshrine, so I've been killing in that area.
Managed to spawn it 3 times in less than 30 minutes. Jewel of the Seas seems to be a common drop and the Fantastic Feline Cameo an uncommon one.
he can be really shy, but he will spawn if you keep slaughtering wyverns - the ornery ones especially it seems.

Ah, okay. Thank you for the reply! I'll have to head back and just be more patient and continue to kill the ornery ones to spawn the winged terror.
