At max ally, killed him, looted key. Went to Kael, killed 8 frost giants. After the 9th frost giant I got the:
"Your faction standing with Claws of Veeshan could not possibly get any better."
Message.
Very small faction hit, worth killing for the key on Fippy/Vulak, since the quest doesn't seem to be working.

Ziglark IS social with the nearby mobs, and when I pulled him today 2 of them came along. I suspect that the earlier posters weren't aggroed because of their levels, not because locals weren't social.

Also at 60 with max ally CoV none of the other mobs in the room aggro'd.
I heard that you don't need a key to get from Cobalt Scar to Skyshrine anymore. This was apparently changed in early March 2008 when the hotzones changed. Can anyone confirm this?

Still need the key...checked today.
This npc is located at +830, -538, +45.
From the large room with the portal to CS in it (a big dragon in a square pond), go north and take the first right. Ziglark is in the second room.

i jus killed him he dropped the key,didnt have 2 do the quest

Same, just killed him and he dropped key. One thing to add was that i killed him With max ally faction. After killing i was sill nearly max ally. Small faction hit, and none of the other mobs in the room agroed at level 70.
If your a 60+ Enchanter and have DC and good faction with cov then this should be easy.
Step1: Cover yourself in any kind of rune.
Step2: Pacify all mobs in room except golem.
Step3: Dc the golem and drag him in the short hallway between ziglark and the chrom drake and tell him to gaurd.
Step4: Pacify all mobs in room except ziglark.
Step5: Pull ziglark with a slow and drag to hallway.
Step6: Let ziglark hit you so golem can attack. Nuke ziglark with the best nuke spell you have.(I recomend the 64 nuke). He might heal himself but only in half, just keep nukin him until he dies.The key is yours. Was still ally with cov

I tried to get this quest back when my Ranger was around 30ish. After being likened to a talking pile of refuse, having dubious faction, I decided to try and pull him in the hall and beat the key out of him. Being he was only 27 (yeah right!) I figured it would not be an impossible task, and many had gone before me. I soon realized there was no way in the Gates of He……Discord this guy was 27, and with his 4 friends in the room to follow behind him to finish cleaning the floor with me, I had best claim my body and forget about it.
While preparing my now 51 Ranger for his 6th Prayer Shawl quest I soon realized I now truly had a need for this key. Having killed many a Frost Giant I figured I’d try it the difficult yet satisfying way and do the quest. Sadly Zig, now 45 (I’ll buy that), still thinks of me as a talking pile of refuse (Still Dubious), so much for Mr. Nice Guy! Waited for the Sentry to make his round, cast Harmony of Nature on Zigs room full of friends, Ensnared Zig to get his attention and then back peddle into the hallway. He did not put up much of a fight and, now in my old shoes, he started trying to heal himself. His weak attempts to heal were to no avail. WHO’S A PILE OF REFUSE NOW ZIG? Even this way proved satisfying! Got my key, still dubious and was happy to find Wolf Form welcome in this zone! Now off to get me some Siren Hair.

I tried to hail him but he says i have to prove my self more so i killed him. =/ He was kindly before and after. WOOT, i got my key though and Drake Fang for lame Shaman Test of Might quest "Amulet of the Fang"

I'm a 62 necro and he was a easy kill. Pulled him back up in the hallway that comes into the room and DoTed him down.
Didn't get any adds pulling him at this level.
Was indifferent before and after the fight.

Followed Boloc's directions to Ziglark. Conned green to a 63. Did not hit overly hard (20-80 range). He was a paladin and LoHed himself. The mobs around him will NOT aggro if you take him in the room he is in(~IF~ you are non-kos). But the room he is in and the one next to it can have healers in them so I pulled him out into the hallway near the CS port. In the hallway wandering patrollers will not aggro as you kill him (again~IF~ you are non-kos). Once in the hall he will get off a few low heals but the fight goes quickly.

Well, looks like they changed this guy. He's definitely not 27 now. Blue to me at 51, so I'm guessing 45ish. He's also in a room with a bunch of other mobs, so pulling him into the hall is an issue.
It was a long road to go from threateningly to dubious. I would kill a few giants in WL or KD, run back to SS and check, over and over for days. Then on the last try i killed maybe 3 or 4 giants then went to SS and saw I was dubious, so I know i just barely reached dubious. Soloed Ziggy and i was still dubious, so the faction hit cant be too bad. Im a 54 ranger, i just waited for the patroller to leave the room and go way down the hall and out of the way, then when it was clear I pulled Zig down that same hallway and killed him. Hes a healer so I found it was best to melee him. I started out by rooting then casted DoTs on him, but he kept healing himself, so i went in for the kill, he was light blue and fairly easy, I lost about 30% health. No adds.

Just did this and went from Amibly faction to Indiff for killing him. Correct me if I am wrong but isn't there a few notches between the 2? would this be a significant change in faction?

Nope, nothing at all between amiable and indiff. It doesn't sound like it was that big of a hit. You could have been 1 kill into amiable or 100.

I walked in found him using the directions from Boloc's thread "New Directions to Ziglark" Still was ally to dragons after kill. I went and used the key then destroyed it (it saves on your keyring) Killed 5-10 giants in Kael max ally to Dragons again.
Easy as that
Edit: Btw, I was a 58 SK when I killed him. He drops quick

I just maxed out my CoV faction. How much of a faction hit will I take if I kill this guy and get the key? Does he drop the key EVERY time? By the way.. I'm a level 57 Paladin and this guy cons LIGHT BLUE to me! So him being level 27 CAN'T be right.

After I wondered around a bit and got lost a few time I finally found Ziglak. To get to him for Wakening Lands is quite easy if you know the way. For those of you who don't here it is:
Zone in and go through the gate.
At the T make a left
Follow that around and take your next left.
Now your at another T.
Go right and follow that around take your next left.
After turning left you will come into the portal room for cobalt scar. It is a very large room with a staute in the middle of it.
Go straight across to the other side and go through the gate.
Take your first right and go back to the second room.
Ziglak will be on your left in the corner.
Hopefully this will help you.

All you have to do is kill the fool if you want the key. I took him out by myself at level 35, and im a warrior. The quest to get the key is quite stupid. By the time your even high enough in level to fight in skyshrine, you can kill him by yourself.

A rogue using sneak can do this quest with one other person, very simply. The key is the other person has to be non-KOS in Kael.
1. Get the quest from Ziglark. If you don't have at least indifferent faction, sneak behind him. I did and it works like a charm.
2. Go to Kael and find Wenglawks. Bring a friend who is non-KOS in Kael. Sneak/hide behind Wenglawks and have your friend stand behind Noble Helssen and hail him. Helssen will turn around so now you can hand in your items without Helseen aggroing (since you have sneak up). Hand in the items and rehide.
3. Go back to Skyshrine and turn the note in to Ziglark. Remember to sneak if your faction isn't high enough.
Voila, a shrine key!
