This mob spawns at +1781, +1510, -1 right next to Mercator Ovicula (CTRL F to find her).

In Crystal Caverns (ToV):

This mob spawns at +268, +400, -380 on the 2nd floor next to Velvina Velweaver which is in the room right next to Millage Gemshard which is on the find tool.
