This NPC is incorrectly listed as a level 50 monster. He's actually a paladin trainer that cons even at level 61. He can be found at location negative 643, positive 42. This puts him in the Temple of the Divine Light in Erudin. He's the GM to which Erudite paladins who worship the goddess Quellious are instructed to report by their tattered note.

When you turn in your tattered note, he says, "Welcome to the Temple of Divine Light. I am Master Bulrious. Here, we study and spread the will of Quellious. Here is your guild tunic. Go find Jras Solsier. He will get you started with your first lesson."
