I tracked him for awhile today, he seemed to be moving quickly underground. I was not able to /target him, even though the tracking indicated that I was very close to his position multiple times.

Corrected.
dev-Prathun indicated he needed to fix some faction issues with Dajrool. That faction-fixing related to Dajrool is now Live. Previously, I conned amiable and he still would not talk to me. Today, I con indifferent and he does indeed run through all of his dialog.
