You must have been waiting in the wrong area, or her ph was up. I believe both her spawn and her ph are on the same spawn clock as the rest of the mobs in the zone. She pops in the room across the hall from the second locked door; the one with the pitfall. She is the spawn closest to the illusionary floor section (on the left, from the door) and I'm sure I've seen a skelly of some sort or another spawn in her place. I've always had her drop both the first and second door key, and the anitquated band about half the time. I'm not sure if that was lucky or unlucky; I only killed her a few times to get a pair of keys for a couple people that were coming to mess around in Befallen that night.
