Sells: The Lost Art of Working with Wither and Decay 12599p 9g 9s 9c - By right clicking on the book it casts like a spell - Read Book. "You have learned all the recipes for wither and decay ornaments" (It does list each individual ornament in the message) Spoiled Skullberry Sorbet 36p 7g 4s 9c (Stat food) Stale Skullberry Syrup 36p 7g 4s 9c (Stat food) Senescent Stout 6g 2s 9c (No stats - junk)
Camped him for approximately 2 weeks. Checked when merchants first manned their booths and he was not there. Checked back again a short while later and he was there. Caught him as he was leaving his booth to go west and was still able to trade with him by right clicking and he stopped pathing off. Held him there til a friend was able to get into the zone and get his book also

This guy spawned today while I was in the HA We make our own rewards. Tried to buy from him, but would not respond. Not sure if that is because of my level, my lack of tradeskill ability, or just because it was in the instanced zone. FYI.

He was not up at the location posted. "a vendor" was not up either. I decided to go to the Heights area and kill all the merchants and dealers in their homes.
10 minutes later he popped and walked to the booths. I was able to buy from him as he was walking.
He setup shop at /loc -309, -92, -26
So, it looks like he can spawn from any vendor / merchant / dealer.

I'm here to avoid you many hours of camping if this guy is not up.
You need to follow the vendor ("a vendor") from the image (VENDOR 1) to his house at night time. They go to their houses around 11pm-12am game time (use the command /time). After that, kill him and it will respawn with a high % as Seller of Salvaged Souls. If the named doesn't spawn, kill the "a vendor" once again till you get him.
If you can't find the vendor of the screenshot, pick another vendor and follow him to his house.
Take care of the see invis ready to attack mobs if you are not high level.

***UPDATE**** Checked 7/26/23 and Seller of Salvaged Souls is now on track.
was not having any luck spawning this NPC after numerous rounds of killing merchants and dealers between certain hours and checking after a few server resets.
On one round after they headed back to their houses I noticed "a vendor" on track. He was in the far east portion in the area called "the Heights" up on second flood. Its the middle area in the house right off the white path but along the wall. Dangerous area but you can avoid the unfriendly NPC. So I killed him. Waited 10 minutes and he re popped as "Seller of Salvaged Souls" up on the staircase where I had killed him. He walked to the merchant booths and took up space on the second booth from the archway that leads into the Heights.
He does appear on track. He DOES NOT appear on find. So if he ever was on find then it was during beta only.
He was the only "a vendor" on track. No "merchants" were on track but were tons of "dealers" in their houses. After I killed him, only one merchant re spawned and the rest were all dealers.

Seller of Salvaged Souls is a rare spawn among the 12 merchant NPCs along the central circular pathway. If it's not up, you can try to spawn it by killing the merchant NPCs, but only after midnight game time when they walk home, and before 7 AM game time when they start walking back to their stalls. The merchants are not attackable during working hours. 5 of the NPCs live in the dorms in the northwest sector of Decay, and the other 7 live in the houses in the northeast sector. It's random whether a merchant NPC respawns as "a dealer" (rat), "a merchant" (zombie), "a vendor" (undead troll), or "Seller of Salvaged Souls" (undead guktan). Respawn time is 10 minutes, like the rest of the zone.
It shows on track. It took me several hours to get it to spawn -- partly because you only have a 20 minute window every 72 minutes to kill placeholders. You do not get xp or loot from killing the merchant placeholders because of their merchant status.

if your looking for him now may be the time with the double rare spawns - till 11-14-17

Nope, it is now 9AM, still no sign of him. There is a "a dealer" at the location you described, but Seller of Salvaged Souls is nowhere in the central merchant area.
