The name of this NPC is from the TV show Magnum P.I.; one of the characters in the show as named Higgins and the last name of the actor who portrayed him was Hillerman.
And I think it turned out that Higgins was actually Robin Masters, at least the boys were starting to suspect that during the last season. Original show, not this new crap.
