I soloed this guy (wandering) with my 60th Iksar Necro and I got this staff that was 20dmg/20dly +4 Str +6 Dex +9 Wis +5 Sta
and it procs this 115 damage DD

Those are very nice stats. Theres one problem. Whats the name of this Staff?

Haste is somewhere around 27 percent or so... basically tiny bit slower than rbg but better stats and back slot =) So you could add rbg or rbb to this combo and have wicked status just on belt and back items.
Dropped in guardian camp but we pulled from upper zoneout... dropped of froglok kor shaman just like the picture above.

Like many creatures in the new expansions, Froglok Kor Shaman's are one of the many mobs that have a random but very rare drop. This one's drop happens to be an extremely nice one, the Siblisian Berserker Cloak. I forget all of its stats atm other than it adds around 10-12 ac 10 strength and either dex, agility or some other melee stat. Most importantly however it gives you a very high amount of haste.
