You may need to kill the Swirlspine Guardians in the area around Phinigel in order to make this mob spawn.

She helps adventurers working on their epic quest to get their drop from Phinigel Autropos.

You say, 'Hail, a harbinger of the seas.'

a harbinger of the seas looks through you and brushes her flowing hair to one side. It swirls and sways like sea kelp in the frigid waters. 'Phinigel Autropos, the last of his kind, child of the Ocean Lord Prexus, is not here. However, he will return for you if you wish it. Are you [prepared to face Phinigel]?'

You say, 'prepared to face Phinigel'

a harbinger of the seas proclaims loudly, a great churning, gurgling sound nearly drowning out her natural melodic timbre, 'A challenger seeks to test her mettle against Phinigel Autropos!'

Phinigel instantly appears and aggros. Once dead, he only drops the required epic item.

If the person hailing is not doing the epic quest :

When my team arrived, Phini was up, together with the entourage of sea horses. Quickly we killed all; for rogue epic we hoped for the robe but it was not in the loot. We looked and looked for harbinger, but did not see the mermaid. She appeared after about fifteen minutes. With my hail she summoned Phini who produced my robe. Note: with harbinger were a number of seahorses; I am not sure whether they were the normal respawn, since she took so long in coming, or whether they always accompany her.

I will add to my previous post though, to say that, annoyingly, after I looted the epic piece from Phinny, I went LD, and when I came back in, there had been a roll back and the epic piece had gone. Fortunately the harbinger was still there and I could spawn him again, but I mention it because exactly the same thing happened after using the harbinger in Dreadlands to spawn Gorenaire.

I haven't had this happen at any other time recently, and it seems a bit of a coincidence it happened both times after using the harbinger to spawn boss and loot epic piece. Anyone else had this?

For me, when I got to Kedge Keep, Phinny was up on track, so I went to his room, and it had him and the seahorses, but only one Swirlspine Guardian. I killed all of them, and Phinny did not drop the bard epic piece I needed.

I waited a couple of minutes, and without the other Swirlspine Guardians spawning, or me needing to kill anything else, the harbinger of the seas spawned. She summoned Phinny for me, and this time he dropped the bard epic piece and nothing else. Hope this helps!

the one thing you have to keep in mind on harbinger spawn phinny is that once you get your drop you should click it to turn it into a tradeable item I about blew a gasket when I couldn't get the guy to take my rib for bard epic after inspecting the rib it said to click it to convert it into a tradeable item the wiz staff was same way so im guessing all these drops from harbingers require a conversion click

I headed to Kedge today in hopes to get Wizzy epic 1.0 drop.
Phinigel was up, however he dropped 2 wands of mana tapping, and a fusible coral ore. Not what I needed.
I happened to notice on the Zam Wizzy Epic write up that a recent patch in April 2015 included a work-around to get the items needed. This is where a harbinger of the seas comes in.

I noticed when I got to Phinigel's room that of course the swirlspine seahorses were around, killed them off quickly, and dropped down a little to get closer to Swirlspine Guardians and Phini. There was no a harbinger of the seas in the room at that time. Once I killed those mobs, moments later, this mob popped where the Swirlspine Guardians were. She is a mermaid. (now I wish I had taken a screenshot!) She appears in the same form as the other mermaid mobs in this zone.

Since there was no write-up yet on here about this, I had no idea what to expect. So, I hailed her.

Of course, Phinigel instantly appears in front of me and agro's. So, if you are lower level doing this, make sure your crew, group, raid--whatever-- is ready to go. And you may want to stand as far away from a harbinger as possible while speaking with her. Phinigel spawned in her place.

Once it was over, a harbinger of the seas was gone. So....I'm not sure how long it takes for her respawn, but it may only be after Phini respawns again in about 12 hours, is killed, etc. I state that only because she was not there when Phinigel was up, and only appeared after I killed him.

So I headed back to Kedge to check up on Phini just now. And see if I could get a harbinger of the seas to spawn again.
Phinigel was up, but only one Swirlspine Guardian with him. I thought this was kind of odd, aren't there usually three guardians? But anyhoo, I killed the guardian and Phinigel, along with the 4 swirlspine seahorses in the room. No pop on the harbinger. Kept hitting F8 to target nearby mobs, and for awhile nothing at all could be targeted. Some little tiny fish finally targeted, killed all of those. Then nothing. About 20 minutes total pass, and the swirlspine seahorses re-popped. I killed the 4 of those off again, and look down to find the missing two Swirlspine Guardians popped as well. I took those down, THEN a harbinger of the seas spawned in the spot where Phinigel died 20 minutes before.

And by the way, I was on my Necro this time. I hailed a harbinger of the seas and here was the reply:

So, indeed, the class who needs the drop must hail her.

Oh! I did forget one thing.
The Phini that spawned for me when a harbinger of the seas summoned him, only dropped the one piece I needed for the wizzy epic. I am also guessing that only the person needing the epic drop should hail a harbinger of the seas, as Phini will only drop the piece needed for the class who spoke to her.

I am interested to see if I took my Necro there, what a harbinger of the seas will say. Surely, it wouldn't even allow the Necro to spawn Phini. Now I'm curious, and may just go back in 12 hours to find out!
