It does not work for Wizard.
I am on the step to hand in the sprocket to a broken golem. The golem is not up and all fear named are down. Hailing the harbinger does not give the phrase for me and he does not take the sprocket either. There's no other way than waiting for the golem to spawn.

The broken golem is on the old world spawn rate which is 3 days +/- 12 hours.

This npc and the epic work around was added in March of 2015 which was during TDS. I believe this is when TLP servers will see this NPC.

This is from FV server:
I was there for SK 1.0. It is a MQ, where the SK only have the sword from PoSky and Ghoulbane so far. That means the SK has no "char" flags or anything, just level 49 and those two swords in his inventory.
I cleared a path with another char and met up with SK afterwards. This is the cleaned up log:

He only dropped the sword for SK 1.0. The sword was no drop, the sword from normal PoFear golems are not. Again FV server.

I don't have the logs to show it, but last night on a Live server, I triggered the harbinger fight at around ~11:59 and it re-spawned at ~12:24 (25 minutes later). Just some added info that I didn't find when trying to find the re-spawn time myself :)
This mob will hand you the tome for the Whistling Fists, if you say "Gandan has failed in his task" ( or at least I think that's the line, look on Whistling Fists quest page for actual line).
However He will not accept the 2 tomes and Satchel of Cazic-Thule to finish the quest.
Purely my opinion, but this should be changed, especially since they added the hunter and raid achievements for the zone. now everyone wants to kill CT, so Shade and CT are never up and if they are, you probably won't or just flat out don't have enough time to run your monk over from wherever it's at to do turn in before CT/Shade is dropped. It's absurd as well considering the loot he drops now has nothing to do with epics, there are no AoN's either. He's now basically a quest NPC, like Jaled`Dar in Field of Scale(and yes, people kill Jaled just to See if they can.... even at 105 when it's not even a question anymore, this is almost moronic in some terms). They either need to change something here or Bring his respawn timer down even further.

Spawned Terror drops Soul Leech for SK's and drops nothing but spawns the Iksar Broodling upon death for shamen (child's tear) as of July 2017.

According to a few sources, he seems to spawn either on the north side of the zone or near Terror. I found him last night on the north side, but he kept moving in short bursts towards the south-west part of the zone. Never seen a mob move like that before. May have been bugged.
He is on an 18min respawn once used as long as none of the Golems or CT is up.

Anyone that's at the needed step that needs a Golem loot from Fight, Dread or Terror that hails this mob gets that extra text and spawn the required mob. Since Wizzy epic is from a different mob this wont work for Wizzy's. Broken Golem usually dies because it gets in the way/follows other mobs to its death. This mob/mechanic was put into game to stop the damn AoN farmers blocking Epic drops from Golems. Therefore its only tied to those 3 Golems that drop AoN's. I could be wrong but I doubt it. It makes sense.

I'm on the step of the wizard epic 1.0 where I received the sprocket to give to a broken golem.
It appears it was recently killed. Only 4 mobs in the zone when I entered and (had a ranger tracking buddy with me) found a harbinger of fear in the golems place. It is a skeleton, and I found it near the broken bell, I followed it as it pathed toward the fire ring.
I hailed a harbinger of fear, and received a reply that The Denizens of Fear had been slain, but they will return. They always return.
On the other workaround I did, it gave me an option to spawn the mob I needed, this one didn't. I waited for 20 minutes or so to see if it was going to spawn something. Nothing happened. I tried giving him the sprocket. He handed it back.
I'm not sure if it's broke or what.

This is my 4th day checking out Plane of Fear for the wizzy epic. Still have not had a broken golem in zone with me. a harbinger of Fear however was in zone every day through yesterday. I do not have the time to camp the zone out for days on end...
Btw, just to clarify, a harbinger of Fear appears as a scorched iksar skeleton? That's the best way I can describe it. And I always find him slowly, very slowly, roaming between the broken bell and the northeastern side of the fire ring. He only takes a couple of steps at a time, waits 20 seconds or so, then takes a few steps. And so on.
Today was a little different. No harbinger was up when I first zoned in. However, my little ranger buddy was with me, and Fright was up. So I'm guessing I have to kill Fright to spawn a harbinger. Indeed. I killed Fright rather quickly (sending my swarm pets in for the DT), and then lo and behold, a harbinger appeared on track! Wizzy hailed....STILL got the message that the denizens of fright had been slain but will return, blah, blah. However, I hailed it on my Necromancer (since this is also a Necro epic 1.0 work-around), and this is what it said to me:

So....it seems to me that the work-around for wizzy may or may not be brokededed.
It occurred to me that I may need to do the turn-in to a broken golem first. And If that fails to produce my drop then I can do the harbinger work-around? But that doesn't make sense either. Since a broken golem is for the wizzy epic, and spawns an enraged golem who then only drops a green oil, which is what is needed. So....why would there be a work-around for the wizzy epic to use a harbinger of fear if they first have to spawn an enraged golem? See what I'm saying?
My only other thought is that maybe if you use one work-around to get an epic drop, you cannot do another work-around?
I've reported this as a bug to see what is reported back to me. I'll keep this updated if I get a response.

Well, I finally had a broken golem in zone and got my drop! So...I have what I need, but I'm still intrigued to know if/how the work-around with a harbinger of Fear works for wizzy epic.
