Vicarum Spiritus Psyche (click for map image)

  • Placeholder is: an inanimatum vicarum vitai
  • This mob spawns at the partial ship far northwestern part of zone (confirmed in this location), and in ruined buildings on either side (one of these may not actually be a PH, but this isn't confirmed)..

building with 5 or so mobs in it got it to spawn had the room broken up wasn't going to leave til I got the named. In the left building.

The two PHs in the buildings are each part of a group of 5, so call me lazy if you want but I went for the PH on the ship who has a single cultist as companion. Broke the spawn easy enough and the named popped first time.
I didn't notice either of the quoted dots. Easy kill.
Beware, there is a scout on the deck right above but he didn't assist.
