Correct PH name is: "a penitent Doomscale cultist"
This guy had a crazy damage shield, but nothing showed up as a buff in the target window. I ended up ranging him down while Warrior tanked without attacking - monk just watched all FD'd and frustrated at not being able to DPS! Dropped me a couple times, then he dropped claws and gloves - no Briny's. Way too rare on the Briny's SOE!
one is cast one 1 person (curse cure), usually the tank, the other the npc cast on itself, just turn attack off then and wait, then go full ham when it wears off, doesn't last too long
First time in I was a bit blasé thinking this would be a nice kill on the spot job but Fluffy beat himself to death in seconds on that DS.
So, just keep your eyes on that DS icon and back off whenever it phases on. I kept regrouping pet, managed to get a single nuke in per attack phase. Grind away and mob will go down eventually. Didn't time the phases but I think they are shorter than 18 secs, maybe 12.

As of Nov 2015, you can see Shield of the Penitent on him - 150% spell reflection and 4000 point DS, lasts about 18 seconds. Also, debuffs didn't seem to stick to him while he had that. While that's not on, about half the time, you can melee, cast, use pets, etc.
I could not dispel the Shield with cleric stuff and never had any luck stunning him to stop it.
