Sigil of the BladeKilled on Selo server.
Mains were 100 Pal and SK, both RoF raid geared.
Boxes were 2 shaman (1 out of group), 1 bard and 2 Cleric mercs.
You can set up in pretty much the dead center of the room. You will be out of aggro range of The Blade and the adds. Tank him in the East corner to make sure the ranged characters are out of range from Dancing Blades.
He casts Dancing Blades every 45 seconds, it goes off 5 seconds after the emote.
He has 46m hp. The enrage timer starts at about 10min. We killed it around the 13min mark and he was hitting for about 60kish.
The aug has dropped 1 out of 4 kills so far.

After about 9 minutes into a fight, The Blade starts hitting harder and harder. At about 10 minutes he's hitting for 90k per hit and doing over 230k damage in a round. So this cannot be a long drawn out fight.
Also drops: Foestriker's Blade and Breakneck Choker.
The Blade uses a player targeted AE attack called "Dancing Blades" dealing 33.8k (after 35% spell shielding). He emotes "The Blade prepares an attack for those nearby" prior to using Dancing Blades. As Kongfoo said, your party will take multiple AEs if you don't back out of range because the 60' AE blast radius is initiated on the player(s) that it hits. The safe range to back out is approximately 3/4s towards the opposite wall from where he spawns. Additionally, The Blade is capable of reflecting spells off of him and hitting you with a recourse DD if you are not in melee range. He emotes that he has blocked your spell from afar with his sword and casts "Blade Toss" on you, an unresistible 44.2k DD (after 35% spell shielding). However, all spells land in melee range and there is no repercussion. Max hit on me was 35.5k.

Heres a list of info about him i've gotten so far about him
1. Rampage
2. Ton of hp
3. He spawns sword pets that can be killed with mez
4. He has the emote: The Blade prepares an attack for those nearby. He will do a 30k AE for every person that is near him shortly after that emote.
5. I'm pretty sure that he is leashed to his room
So with his emote everyone but the tank has to move away from him to avoid multiple AEs going off. The problem with this is he is leashed to his room with mobs that are on a short respawn timer so you have no room to move out of his emote range unless you keep a mob locked down with mez.
