If you are poorly equipped and unable to slow this mob he can be hard to handle. I am a level 71 necromancer with very POOR equipment but I was able to take this guy out. Here are the two ways I recommend for a necromancer:
1. If you have no HP buff on and low hp your pet will probably have to do the tanking. You will need to single pull the protector and spam touch of death and hope your mana makes it through. This worked for me the first time.
2. If you have an HP buff so you have 4k - 5k HP you wanna get and keep aggro. get summoned, run away, lifetap, and poison nuke when time and HP allow.
If you are a well equipped necro this post does not apply to you as this mob will be easy for you. This post is meant for people that are pretty gimp with gear like I was because of coming back to EQ.
Stupid easy solo for a lvl 70 Bard. Was keeping all the juggies cleared to hunt spells for Cleric alt. I'll have to try to bot Cleric (lvl 56) back here for some good exp.
I had no trouble soloing this guy with my gimp shadowknight, even without using my HT. Tolapumj was easy to solo too. Pet pulls owns in this place btw ;)
Times have changed. Protector is no longer a raid encounter. He's big, but not noticeably harder than the other juggs. I killed him tonight with a a shaman, cleric and paladin all 65.
We cleared our way down and single pulled the room with lull. Paladin pulled prot, I tossed malos then slow, laid out 3 dots and watched the show. He was out pretty fast, and I think the cleric used one Heal Over Time.
Then we killed Tolapumj, same routine. Prot is probably soloable by anyone that can single pull him.
Clerics, Chanters, and *maybe* Shamans can get in at 51. 53 for everyone else, really. The mobs are 45+ in level, but respawn is fast, adds are a-plenty, and just about everything has a lot of hit points.
And YES, Seb owns ME by far. Better XP, better loot, and insane cash items.

Guy is a pretty weak lvl 60 really... Just tash at 90% hps and tugur's and he dont do much damage at all. Turn off autoattack when he enrages for like 10 seconds and you shouldn't take more than like 8k damage the whole fight. I would reccommend bringing 2 groups if you are lookin to take this guy out, else it can get a little rough. All should be 55+
Hes about three times as tall as a regular juggernaut and roams from where undead bard spawns to between ramp up to lair and tolapumj. You can see this guy a mile away. + thats my pic yer lookin at =P
Drops spells (25% chance on 1 spell or so cuz he aint a caster mob) Hardened clay bracelet (5ac 5to each melee stat weight 1.0 monk favorite) Poison wind censor (ultra fast 2hb with proc but is pretty much a suicide / practice 2hb weap. Has some other stats but ratio is only nice thing here really. Looks like runed morning star / imbued northman mace) Staff of Battle (no clue on stats but I'm told its a real nice warrior 2hb. Looks like an imbued fighter staff / trance stick)
