I don't think he's a summoned pet. He stands in the NW end of the tunnel that runs from the town of Firiona Vie to the hillside south of the zone to Dreadlands. He stays close to Scout Bowfin, though, so he's sort of Bowfin's pet.

What good is he? Well, if you are being chased by a drachnid, and you maneuver the spider into following you into the tunnel, Dune and Scout Bowfin will kill the spider for you very quickly. Dune bites for 100+; Bowfin slashes for 172 most of the time, so the drachnid goes down quickly. I've taken advantage of the help these guys give many times.

Snarling is not its con, Snarling is what it does when you hail it... It is some scout's pet...

well, if he cons amiable when all other faction around is lower, dont think he is that guards pet he stands next to..
he is in a tunnel...it leads to the kunark mainland. he stands next to a guard or a scout, thought it was his pet, so didnt want to attack it.

LoL... this silly dog conned green to a 54 druid... we tryed to charm it and it started hitting in the 130ies.... what a nice poppy... we had to gate... heh....wonder why its here... it resisted 3 spells... and it runs with cheetah.. Enjoy

I'm a halflind druid, and while I didn't actually meet it, I located it with Sense Animal, and it conned amiable to me. I don't kill wolves, so maybe that's why he likes me :)

But I have no clue as to what he's for

That was a long standing rumor in the EQ community, where if you kill wolves and bears they wont like you later on, its a lie, if the mob does not give a faction message then there is no faction.
