Here is some info on the abilities he casts. Note the Debuff Melee Slow I believe is not actually a spell effect but just the parser picking up on slow mitigation.

Dropped Very Unlucky Feral Hare's Foot today with 2 92s setting the instance level (was yellow). Mixed healer mercs were required, but otherwise very easy.

Today it dropped Scimitar of Seasons. Same group (92 RNG/BRD) with mixed healer mercs. At this point, I'm thinking there aren't hand crafted lower level drops -- anything that might show up on the lower level appropriate MoV vendor can drop from the named, luck o' the draw. Hope it tributes, at least..
