In Kael Drakkel, the King's Madness: Located at -620, 1040, -116 (map -- southern part of the zone; in the north room adjacent to the Iceshard Manor's main room). He is on the Iceshard Manor faction. You do NOT have to ruin your faction with Dragon Death Keep to get his quest, killing Apparitions of Fear (faeries, coldains, wurms, prowlers, etc.) will raise the faction on both.
