In Eastern Wastes: Spawns at loc 298, -365, 9 in the U shaped house ruin East of Corbin Blackwell in the far North Central area of the zone (ph Kromrif Prison Guard)
In Zeixshi-Kar's Awakening: One known spawn location is -1930, 1900, 171 (PH is "a frost giant captain" east of the giant fort).

There are three spawns northwest, north and east of the giant fort. All captains. Confirmed spawn from the NW spawn point, so all 3 are verified now if everyone else is to be believed.
30 clears of both spawn spots with no luck. This is the rare hunter spawn for this zone, evidently.

Yes - rare .. he was where the red dot stated in photo above .. 50% spawn bonus it took 7 clears to get him !!! Dropped eyeball ., most other named 1 or 2 clears ...

He also spawns from a lone "a frost giant captain" PH a short ways directly north of the giant fort at -948, 3119, 115
