Ugh, I hate DL now. I left as soon as I hit 46. This has to be one of the most boring places to lvl ever! If I see another one of these mob I'm gonna burst.
A monster that is 39 or 40 will con yellow to a lvl 38 player. A lvl 41 monster will con red. So, it doesn't seem to me that the listed level is wrong.
I see these things, and the term "dogs of war" comes to mind rather easily...

I was running through here after i had my friend port me here. Going to FP. Boom, you have taken 89 points of damage twice. I turned around and ensnared it then loaded my 2 DoT's on it. It's hp started dropping. Im a level 33 druid who soloed one of these with only taking 178 points of damage. These guys are too easy. Oh yeah it was a red con BTW.

I dont know what kinda bad luck you've been having, but I often find medium bronze armor on these things, sure you may not want to use it at this lvl, but at 2pp per ac you can make a fair bit off a few peices.
Ok, from what I've read these things drop BRONZE? Jeez WTF, they are high 30s, low 40 and they drop the same loot as the 20s goblins in high keep? Its bad enough in OT I drop a level 35 mob and get a couple silver for my trouble. Verant REALLY needs to look at their loot tables. Imagine if you were a DM for an AD&D game and your players dropped some level 13+ monster (EQ level / 3 = roughly AD&D level) and you gave them a few silver? I can only imagine the things my players would throw at me
bronze? I usually find them with rusty swords still with occasion bronze armor. These guys are on par with the goblins in Highpass Keep that drop fine steel, which sell for 3-6 plat each.
I finally got sick of soloing in Overthere and decided to try out Dreads for a change. First victim I picked was this little bugger. Was blue to me at 44 and went down easily. I just Mez, Nuke, Mez, Nuke, etc..rinse and repeat. It took 5 Discordant Minds (508pt) + the 50pt initial damage from my dot. Roughly 2550hps..give or take. =) Hope this helps yall out!

Bonds of Force, 5 Conflags....dead and NICE experience movement as well. I have seen bronze breastplates and helms off of these. Seems that they can just drop any piece of bronze out there.
