Well I just zoned into Swamp from FoB. I find the path leading to East Cabilis. After a few seconds I see two skippers, second one had the stone.

ok here is the final word on this hehe

I just finished getting this a few minutes ago. You kill every living thing in the newb area to the right of the path as you leave cab into swamp skippers will spawn. However none of these ones dropped stone for me - just south towards the second island along the wall to the right of the water (around 1300) there is another one that pops every so often (maybe 15/20 mins) i got him twice - second time he droppped it altogether about 10 skippers - gl monks it can be done

As Rattlor posted further below, the Skippers can be found by following the path south from Cabalis. I spent an hour searching the zone before looking here. I then followed the path south and found one at LOC +375, +2600. My first kill didn't produce the skipping stone, but I returned about 20 minutes later and found a second Skipper at the same LOC. This one dropped a skipping stone.
The goblin scout and sabertooth cub took 2 minutes to find outside Cabilis in LOIO. The Large scorpions are easy to find in FoB.
Elusive!!

I waited around the newbie area for these guys to spawn....if you just stay in the surrounding areas, then you will eventually find them....Since I was the only PC in the zone, I hunted smaller stuff (leeches and mosquitoes and the like, hoping something would be the PH) and everytime I saw a skipper, I killed it...eventually, after about maybe 5 of them, I got my stone :)

NOTE: These stones are NOT NODROP, so it might be possible to find them at vendors in the surrounding areas!!!

I've only seen these dudes about 2 or 3 times. But I always see them in the same place. If you follow the path from Cabilis, the place that I always see them is in some ruins on the second island, not far from the path. Hope this helps you monks out there.

I am new to the monk class. I have collected all the parts for the 2nd shackle except the correct skipping stone. I did loot "a skipping stone" from a froglok skipper. I tried to combine this with the other components in the bag, but it didn't combine. Is there another skipping stone that drops off the skippers or am i doing something else wrong? I have read that there may be a different skipping stone called "froglok skipper skipping stone".
I FOUND THEIR SPAWNING SPOT!!!

OK...from my experience...after not finding a single skipper for about an hour....i decided to go exploring...

i found about 5 froglok skippers in 10 MINUTES around the location 600, 2500. hope this helps

Is tradeable and can be bought/sold from merchants if players have sold them for money.
Rare

First of all this is a semi-rare spawn, but how many do you need to kill before one drops the stone? I have killed 10 in the newbie area and not one drop. Is there another place they spawn possibly that they drop the stones, or is it just really rare?

You must have been unlucky. I found a stone on the first skipper I found and put down. However, I haven't found one since. Just stick to the newbie zone and keep making frog legs out of the goofs, you'll get one =).

heh, i thought the monk quest required me to kill a froglok fisherman (dunno how i got skipper and fisherman confused) and i saw a skipper and i killed it since i was bored, and lucky me, i found a stone.

yes it might be the 1st quest were u have to go get something...but isnt a quest anything where u return an item to someone and get xp/fraction...i would call turning in the note "a quest"...lets suppose u die and dont get corpse in time you may never get it THX
