I think it must be a game glitch because they have conned blue quite a gamble to me a druid since lvl 25 and im 28 now

Most of these still con blue to me at 32

These guys hit pretty hard and can sometimes kill my pet before I finish them off. Also they con white and red red to me at level 24 (I couldnt get a spell off on it with all the resists so it must have been pretty red)

yes these things are hard to kill its a pain to kill these even with 2 monks they hit hard

One of these dropped a skeleton hand (or something to that effect). It is a lore item. Haven't figured out what it is for yet though...

it's part of a quest for iksar armor, skeletal hand is one component for gauntlets. made by two npcs in the shadow knight guild in cabalis. I believe its the iksar equivalent of crafted.
