This shaman can be found deep within the Sarnak fortress in the Lake of Ill Omen. He is a fair bit stronger than the rest of the Sarnaks in the area.
He is often hunted for his spear which is usable by shamans, and is also a part of the quest for the key to Charasis.

Chancellor of Di`Zok now has a small chance to spawn anywhere in the Sarnak Fort in the Lake of Ill Omen. The throne spawn location for the Chancellor now spawns much more frequently, but is no longer guaranteed to be the Chancellor of Di`Zok.

You will have to clear your way through most of the Fortress to reach him, keep heading back, he is in some sort of Throne Room and surrounded by guards (Recruits and Adherants, etc.)

Thank god I got the spear the Chancellor drops because it is awesome, I backstabbed for 200 yesterday on a mountain giant and I'm only level 36!

the guy is real tough to fight if any other sarnaks are around so if your gonna take him out clear the area first

Casts gate of some sort when he's nearly dead, best to take him in his own room. Has some ugly AOE spells.
