Spawned after 20 PHs so there's maybe 5-10% chance of it spawning every 18 min.
Finally got this to spawn and it's HUGE! At least 10x bigger than the placeholder version!

Also droped formal stole of lunanyn
I usually come to Sarith to gear-up my alts and have been targetting this particular mob for my BER. Usually it takes somewhere around 7-8 cycles before he spawns, but maybe I'm just unlucky *mind boggle*. His common drop appears to be the slot 7 earring, rare is the BER axe.
Can't miss him when he pops; it's like a watching small hill of jello crawling on the docs.
Finally got him to drop the axe on his fifth appearance. He also dropped these as well, which is not currently listed on his loot table:

Hits max 13k on a 95 sk. Took me and merc about 15 minutes to kill. Lots of hp, for me anyways. Spawned from ooze that wanders to the sea ranger ph and back. Dropped zerker weapon and Median cantrip! He seemed to cast ocean current quite often.

On dock by Ocean Mage Rettun, and Sea Ranger Huren. Mapfiend says is a roamer, but it was static at the end of the dock, away from the shore, when it popped. PH is a Sarith tidal guardian (roaming ooze on that dock.) Also dropped median alaran cantrip and alaris gemstone.
