Gearbie offers the Infiltrating task at various levels, depending on the level of the requestor. The "Level 90" and the "Level 85-89" are documented in the group task link above.
I can also confirm Gearbie offers a "Level 80-84" version of the task. Unlike the higher level tasks, the 80-84 task offers zero choice of loot from the quest reward window -- the single reward option is for experience & coin. Inside the chest was an augment, Silver Steamwork Gear.
As Lucy/Alla's has several different Silver Steamwork Gears listed, its likely Gearbie has tasks available down to very low levels.
