The God of Dreams, Morell Thule spawns as part of the group mission Morell Ascendant.
He is also encountered in the final raid event of the House of Thule expansion (also called "Morell Ascendant"). See this quest entry for the event listing.
Morell Thule makes a brief appearance in Erillion, the City of Bronze, during the task "The Traitor Revealed".
He is also part of the Sepulcher event "The Triune God" (see this quest entry for the group version and this quest entry for the raid version).
