He spawns at loc +660, -260 in the "King's Room", just by the little rock at the bottom level of the room. His placeholder is "a goblin patriarch". Spawn time is 19 minutes sharp.
Just an update on this guy. Camped him in the King's room for 3 hours. He didn't spawn once. Mobs in the King's room appear to spawn every 20 minutes or so and the King spawned 3 times...roughly every hour, but I wasn't keeping time so I don't actually know. Anyone lvl 40 and above will have no problem clearing the room. You could probably do it in your late 30's as well. The only mob that is a pain is the patriarch who heals himself 20% everytime he reaches 40%. He'll do this about 10 times. Therefore, he's a nuisance for melee types, but a caster will drop him fast. All mobs are green at 40 except the patriarch and King plus the occasional high guard that spawns...all of which were light blue.
In the room if you're facing the direction toward the icy door which leads to the ice giants, there is a place in the far back right of the room where you can pull mobs without the others behind you interfering. There are 3 steps on this spot...only pull the mob to the 2nd step because past the 3rd step, the priests and mendicants will heal the mob. You'll want to pull here to give you room when the mob runs because the mobs head for the ice giants behind the door everytime. Of course, this is only a problem if you're a melee type and of a level that warrants caution. Basically, murder the patriarch and it's smooth sailing from there.
Been clearing king's room for a couple of hours now, no pop for Zaharn, but the pop for the patriarch and the rest of them is 24 mins, I just timed it.
I just went and took out Zaharn for my epic. He was a cake of a kill. With him and 3 other mobs in the area healing him, he only knocked me down to about 78% health. He dropped the coronet on the first try, too. I'm a level 51 monk with no majorly awesome gear, just stuff i've achieved along the way. Very easy for anybody over 50, probably just as simple for someone in their 40's. One thing to watch out for is that you don't go past this room, since Vox spawns not too far back!
It would be nice if someone would post some actually pertinent information regarding high priest zaharn on the high priest zaharn page,like times ,etc etc. Just my two cents worth ,is there a certain time that he appears more than others.Ive been killing everything in this room for a week straight and havent seen hide nor hair of zaharn.
Got lucky with the coronet and Zaharn dropped it after I killed it just once. One advice, if you are able to kill the elite guards, please do so before killing either Patriarch or Zaharn. It's a pain when you have a few guards on when when either of them flee.

Coronet is a monk quest item. A high lvl can camp this room killing either patriarch or zaharn spawn and get a coronet every 2 hours on average. You can often just come here during peak hours and ask for coronet and get one or at least wait till one drops and loot it. They are lore so you can only get one anyway. This is one of the items for the monk purple headband quest given in qeynos.
Purple headband is one of the items you turn in for your robe of the lost circle, so you need this item. Dont even think of soloing this room as a monk unless you are lvl 40 and up monks.
A two player team, 34 iksar monk (mine) and 33 iksar monk (a friend) were able to camp the area fine. With the spawn broken, a mid-30's monk has some chance of holding it solo, but the first time he has to bail on Patriarch or Zaharn he'll have to give up the spawn (or have some help to break it again). If nothing big is up, it's possible to break the spawn solo in the mid 30's.
Of course, living on the test server makes it a lot easier to camp just about anything you want.
Sigh. Good advice on the 40 and up, although I came DAMN close at 39. This guy has a TON of freaking mana. He cast wrath on me 3 times, plus a few other DD spells, plus managed to Greater Heal himself 5 times. I had to FD after the fifth greater heal. For all I know he was still 80m - lol.
Too bad FD failed -- LOADING, PLEASE WAIT.
Getting to him is very easy solo at 39, although neither the King nor Zaharn were up when I arrived, so breaking the 5-spawn key area was easier than it could have been. The actual clear-out process to get into the pit where the central King spawns are is a breeze. Zaharn popped as the first replacement after it was broken and I had visions of getting my crown followed by taking a shot at the King for a White Wolf Cloak, but it was not to be on this day.
He spawns in the King room, which is easy to find, just go through the tunnels in the zone and take the right at the rear of the courtyard, go through the portcullis and then left through the next portcullis and you are in the zong room. THis is kinda packed with rather agro goblins so it's worth getting a decent sized group and invising / clearing your way to the king. (From the portcullis I tend to go left then drop down the level and you should see the king spawn from there before the door that leads to the Ice Giants and eventually to Vox herself). Spawn is a toughie and best not tried solo, you get 3-4Elites, King and the Priest as well as scryer (I think it's either scryer or another caster type). High priest can be in this lot too. No problems clearing the spawn just make sure you snare the mobs (personally I use a couple of Bonds of force to get the bunch) to stop a potentially very fatal train.
The other caster down there is not the scryer, but the sage. A casting demon, he is, but after 2 or 3 nukes (hardest one hit me for 130, other 2 were in mid teens) he'll come running to you for melee.
