In the Foundation: Known to spawn from a regular genati at location -275, 350.

Looking right at him near Weaver's Camp. I'd go get him but all his junk is no drop. Think the devs went a bit overboard on making pretty much everything other than herbs and ores be no drop.

He can spawn slightly south from Reggund's (Partisan task related NPC) location in the large quarry room (north of the Goralf) room. He is up now, so can't see if PH is a Genati Ancient or a Surly Genati...could be both

Dropped https://everquest.allakhazam.com/db/item.html?item=86731 and wrist clay in UQ. Spawned from roaming genati ph in front of goralf at bottom of hill, but can spawn from others. Seems to be a fairly uncommon spawn.
