If you are having trouble finding him here is where I found him. From zone in from Nektulous head due North and on the other side of the first hill at 661.61, 23.88, -97.17. Hope this helps. You hail him and he spawns the doublegaggers. They look like you but are not as tough. Did not even need merc.
