This ranger can, at times be found near the druid ring.
The rangers at the druid ring are excellent hunting at around level 30 to 40, as they spawn every 6 minutes, and have rather nice loot.

When you kill this guy or any of the druids in the area you lose 13 points of faction with Kithicore Residents. I killed 31 to get me from just into indiffernet down to dubious. thats 400 points. you can do the math yourself

Started at threaten with protectors of the pine (surefall rangers, Holly windstalker, etc)
These are scowl though (the wc ones) Based upon a troll saying he has good faction with them now and has only done high hold, we are assuming they are on Kithikor Residents.
The fact that I came here and one of the factions they LOWER is kith residents, kind of solidifies that.
Will post update after my dark elf of innoruk cleric kills orcs more in highhold.

i am a lvl 15 SK and i almost stumbled upon this guy. i am KoS to him. how do you raise the faction with him?
Kill Orcs in High Hold or in Kithicor. They raise Kithicor Residents faction, and that is the faction these guys are on.

i looted a 4dam,20delay,1 hand slasher with serpent sight off this guy, called cerimonial war sword, now did a player give it to him or is it just a rare drop? stats are desent,and is goin to be great on my druid.
