Raxtors first quest is called FREEDOM .. As far as I've seen you do not need faction (other than high enough that he doesn't eat your face off when you approach him) , but if you go to the page for the "Freedom" quest, it tells you the following"
""This task begins with Raxtor Darkpaw in the far southwest of Oceangreen Hills (at the Darkpaw camp). In order to request this task, you must first have completed three other Darkpaw tasks:
"Summary Execution"
"Invading the Invaders"
"What Evil Lurks in the Heart of Gnolls?" ""
...soooo I assume completing those 3 quests opens the dialogue with him. This is as far as Ive gotten with him but again, I assume after completing this you will be alowed the Raxtor #2 quest (FREEDOM is timed, btw).

This NPC will not and has not ever given me any dialogue upon hailing. I have been task added on Freedom but he won't acknowledge my existence.

You must have, I believe, amiable faction with the Darkpaws before he will let you have any tasks or dialogue, regardless of being taskadded before.
was able to get at Dubiously, so Amiable isn't required (for anyone else who reads these posts).

First of all this mission is required before you are able to request his next mission , Beat the Blackburrow boss , which is required to fix the Oceangreen timeline theme.
The first part find the clue can be accomplished by looting a note that drops from a named mob that i found wandering near the water area by the name of Kherig the High Mystic(spelling) was db to a 84 shaman but easily killed with a merc cleric backup , pretty sure i wouldnt have needed the merc. The rest of the mission i completed with the help of a 83 monk /wave /kiss Chikako and her cleric merc. The second part was a little more difficult and would have been made much easier with a tracker that could track the pups or the slavers that you have to kill to set them free or even(and this is funny) Haunted Jack , the Halloween candy giver was in zone and is right in the middle of the area that has the pups you have to free. Hehe we stopped for goodies. Once you free 8 of the pups Grohok the Tyrant will spawn not too far from there up the incline near the area that you are unable to go past and if you try will bounce you back. This fight took us a little by surprise. At low health he summoned a gnoll mystic that completely healed him and make him unattackable and nonaggro. We killed the mystic and went back to him. Again at low health he summoned another mob and was completely healed and again untargetable and nonaggro. We killed the 2nd mob and went back on him at which point we were able to take him to zero health. Kill and go back to Raxtor to finish.
Some points , gnoll ravagers and reavers saw invis as well as the named in zone. These mobs are all over the zone so be careful. Also the zone seems not to repop. And lastly after i hailed Raxtor i checked to make sure that he would give the Beat the Blackburrow task to me and he did. However he would not respond to Chikako's hail so that makes me think that there are other tasks necessary. Likely the tasks given by the other quest Darkpaw in Raxtor's camp. Those tasks are all for the aug . Thats only reason we could think of since Chikako has not finished all those and i have.
